You're setting these values to 1 thing. They require 3. This will
generate some errors when you load these.

error: unknown error 22 setting key 'net.ipv4.tcp_rmem'

Oooh look! Errors!

error: unknown error 22 setting key 'net.ipv4.tcp_mem'

any advice?

remove the quotes from these lines in sysctl.conf
