VT-x or AMD-V capable machines

Does anyone know how to tell if a machine is VT-x or AMD-V capable before I buy
it? I have read some mailing list stuff that even if the processor is capable,
sometimes it is disabled in the BIOS, with no way to enable it. I think HP was/is doing this.

Can anyone shed some light on the current situation wrt this?
