Because your kernel is missing cpiofs support.

[root@shutdown tmp]# file initrd
initrd: ASCII cpio archive (SVR4 with no CRC)
[root@shutdown tmp]# cat initrd | cpio -i --make-directories
4844 blocks
[root@shutdown tmp]#
