You can set up a tunnel in putty and use vnc. You could also use
nomachine/freenx if you're going this route.

One other suggestion (though it's a fair amount of work) would be to
set up a groupware suite like open-xchange. This would combine the
earlier suggestions of using ldap/database support with your goal of a
web portal. You don't have to have your ldap servers publicly
available, just within reach of the OX server, which can serve up the
information via authenticated webpage. If you're doing this for an
office setup, it might be worth taking a look at.
