Per repo excludes and/or includepkgs can be used to make things work though ... That may be hard to do ... but that is how yum works. There is another plugin we are testing (called yum-plugin-priorites), and there seems to be some issue with the "obsoletes" option now. This one allows you to assign a priority to repos from 1-100 ... even with this one though, you would have to exclude packages from higher priority repos to get them be drawn from other repos.
