if you haven't already, install the samba-swat packages and then access Samba Swat through webmin samba interface. It sounds like you need to "enable" the new user accounts you've created in Samba.
If samba-swat hasn't been used all along, I'd suggest saving the current Samba configuration files in /etc/samba. I've had near disasters using samba-swat if it wasn't used all along. I'd suggest using system-config-samba, "Preferences -> Samba Users" as a safer alternative.
