As Cap and Karanbir have already said yes :)

But the reason it was released already, along with some other packages,
BEFORE 4.3 is that it is a Security release.

During the update sets, the upstream provider releases security updates,
bugfix updates, and enhancement updates.  We release the security
updates ASAP after they are released ... but the bugfix and enhancement
updates come later along with the full point release (ie, 4.3), and the
ISOs.  This full process is generally completed within 2 weeks, while
the security updates generally come out within a couple of days.
