Specifically you need one of the devtoolset collections - it goes up to
11 which, unsurprisingly, provides gcc-11 on CentOS 7. So:

# yum install centos-release-scl
# yum install devtoolset-11
# scl enable devtoolset-11 bash

and gives:

# gcc -v
