CentOS 7 on Dell after update and reboot running at HZ not Mhz

I have a Dell R320

vendor_id : GenuineIntel
cpu family : 6
model : 45
model name : Intel(R) Xeon(R) CPU E5-2403 0 @ 1.80GHz
stepping : 7
microcode : 0x71a
cpu MHz : 176.550



Running this:

cpupower frequency-set -g performance


cpu MHz : 180.834


ONly changed to this.



What on earth is making this machine run sooo slow ???

Its OFF by a factor of 10 - it should be 1800 mhz
