If you want to fix the label.
/etc/ssh/moduli default label should be etc_t.
Then you can run restorecon.
Do
# /sbin/restorecon -v /etc/ssh/moduli
<...>

And I even restarted sshd. So, what's selinux seeing that I'm not?
