L2TP VPNs are ppp links. There is not, to the best of my knowledge, a mechanism to push routes to the clients. If you configure a client not to use the ppp link as its default route, you must also provide all of the routes that should be associated with the VPN, even when you are assigning addresses in the same IP subnet as the hosts you want to reach.
