Looking for uvch264src in gstreamer-1.0 plugins bad free

I am using CentOS 7.2 and looking for the uvch264src element in gstreamer.
It is supposed to be in the plugins - bad -free which I have installed.

gst-inspect-1.0 does not show it.

How can I get this element?
