Rebuilding the server from scratch is definitely possible since this is
a test environment only.


you need the same priority for updates as base, since packages in
updates update packages in... base  ;-)
change updates prio to 1 and you should be good.

BTW cr should also have prio 1 (same as base and updates) since when it exists it also updates packages in base+updates.
