No square brackets around the ip address.

Then no "imapd -s" appears

I have tried all sorts of combinations in cyrus.conf but all fail
to LISTEN on 148.197.29.5

Make sure the IP address 148.197.29.5 is definitely up on any of the system's devices. Verify running "ip address list".

Why will cyrus not listen on 148.197.29.5 ?

I am sure it is because that IP address isn't bound to any device.
