I think the shutdown command on CentOS 7 already reflects that.
# ls -l /usr/sbin/shutdown
lrwxrwxrwx. 1 root root 16 Oct 23 16:52 /usr/sbin/shutdown ->
../bin/systemctl
# ls -l /usr/sbin/reboot
lrwxrwxrwx. 1 root root 16 Oct 23 16:52 /usr/sbin/reboot -> ../bin/systemctl
