The fastestmirror plugin will not work if you have a proxy server
enabled AND if the outbound port that the client machine (the one you
are running yum on) has the outbound port blocked.

If you are in that situation, and if you are using yum-utils-plugins,
you will see all the mirrors marked as dead.

You would need to disable the fastestmirror plugin by editing the file:

/etc/yum/pluginconf.d/fastestmirror.conf

and then setting:

enabled=0

You would then still be able to use the protectbase (or other) plugins.
