I had a similar problem at work, but any system (Windows, OSX, linux) 
with an IP address configured with DHCP would take 20 seconds to 
connect.  The problem magically cured itself.  IT claimed they didn't do 
anything before or after that could affect the connection, but I know 
they'd been upgraded all the switches.
