This is what 

rpm -hUv /extra/heller/src/RPMS/x86_64/doxygen-1.7.4-1.x86_64.rpm

tells me:

Preparing...                ##################################################
    package doxygen-1.4.7-2.x86_64 (which is newer than doxygen-1.7.4-1.x86_64) is already installed

So a package built in June of *last year*, with an lower version number is
newer than a package built in March of this year?  In which universe is RPM 
living in?
