Why are you doing this?  If ssh isn't setting the DISPLAY variable to
something like localhost:10.0 then sshd isn't configured to tunnel X,
you're missing libraries, or something else.

The whole point of "-X" is that it tells ssh to tunnel X traffic
back to your machine.

So all you should need to do is
  ssh -X user@host -p 49283 xclock

Or
  ssh -Y user@host -p 49283 xclock
