You shouldn't. PHP pages work just fine without execute permission.

So you aren't getting 404 anymore?
What do you mean by "thrown out"?
Do you see a blank page?
How do you know there's no attempt? (As opposed to an attempt that fails
for some reason yet to be determined.)
What does your Apache error log say?
