Sendmail

I am apparently doing something wrong somewhere, as I cannot get 
sendmail to listen on port 25.  I've edited the sendmail.mc, commenting 
out the daemon process on port 127, rerun the m4 macro, rebuilt per 
documentation on sendmail, yet I still get a refusal on connection when 
trying to telnet to port 25.  Is there something else I'm overlooking 
causing sendmail to not listen on port 25?  Getting desperate now!
