How about trying something like this:

su - useraccount-under-script-runs -s /bin/bash

and then run following commands:

/usr/bin/php-cgi /var/www/html/mydomain/email-cgi.php or
strace /usr/bin/php-cgi /var/www/html/mydomain/email-cgi.php
