Rsync is setup on all the vault mirrors ... there are more than 1. (There are currently 4 and one master ... these are in both the US and EU) Here is how to rsync them if you want: rsync vault.centos.org::centos-full-store/ The name is geoip enabled, so you should get machines close to you in the US and EU ... and others (outside the US and EU) will get a US or EU vault mirror.
