You can delegate target machines to 'owners' who can only see their own machines with their login to the web interface, but there is not an easy way to do it at the home directory or file owner level for a multi-user machine. You can make a 'host' which is a subset of a target, and point several of those at the same real host with the ClientNameAlias option but it would take some additional work to secure those against each other.
