Priority....

How is it ordered.

Is priority=1 more important than priority=2?  If so, then I already have

at priority 1:
  base, centosplus, updates, extras
at priority 2:
  contrib
at priority 3
  cr
at priority 10
  epel


Or do I have it backwards?
