This wasn't suggested yet, so I've tried it and it fails in the same 
way (not unexpectedly, I would say):

[root@picard ~]# yum reinstall yum
Loaded plugins: downloadonly, fastestmirror, priorities

Trying again without plugins:

[root@picard ~]# yum clean all

[root@picard ~]# yum --noplugins reinstall yum
