you should do the logical things before you waste your time with shots
in the dark but I think avahi is a very useful tool for some things.

Logs? /var/log/cups/error_log

Settings? /etc/cups/printers.conf & cupsd.conf

Ping?

Telnet from client? telnet $CUPS_SERVER 631

restart cups service lately?

service cups restart
