Check to see that /etc/X11/xorg.conf contains a fglrx line.  If not run aticonfig --initial as root on the command line and restart X.  That should configure the driver for you.  Once you're back into X run glxinfo |grep -i direct to see if direct rendering is enabled.  If not, have a look at your /var/log/Xorg.0.log which should have some clues.
