Well, that *would* explain it. It's not CentOS, it's a rebuild, and
those components haven't been rebuilt.

You'll need to work with the Rocks packagers to provide access to that
tool, or perhaps even strip out a copy of the files from the
centos-release package, particularly
/etc/yum.repos.d/CentOS-Base.repo, mark its repos disabled, and enable
them only has necessary to get specific software packages such as xfig
and transfig.
