mod_encoding

I'm trying to setup the Janrain implementation of OpenID in a dev box running CentOS 5.5. The detect.php script is telling me, "Your web server seems to corrupt queries.  Received , expected a=%26b.

Check for mod_encoding." Does anyone know what package provides this?
