This appears to be the issue. When I install Windows it shows the full
size I've specified, not the size of the allocated file.  It's
somewhat possible, though unlikely, that Windows has used up 15G for
the installation. Windows creates a page file and miscellaneous
backups. Also, there is some overhead when creating the filesystem.
Have you gone into the disk manager and verified that all of the
volume is being used?
