Is the the system for a bank need critical?
 then pay for RHEL
 else install CENTOS

Its the mentality of people and lack of exposure to technology that hinders people from moving forward. Recently the MyGOSSCON 2010 (http://mygosscon.oscc.org.my) saw more government agencies having joined in the move towards OSS. With some figures written by others and examples of governments moving to OSS, some may start to recognise what is the opportunity that is in store.
