[Centos] A Problem : Can NOT install APT or Synaptic for v4.0

They have been signed by the new key ... but the mirror you used my be out
of sync.

It can take a day for all the CentOS mirrors to update.

Try again later ... you may need to do yum clean to redownload the good
apt and synaptic.
