I got a solution for the problem:
rpm -Fvh
http://mirror.centos.org/centos/4/os/i386/CentOS/RPMS/centos-release-4-0.1.i386.rpm
The above command as required before "yum install apt" for
a version available from
CentOS-4.0-i386-bin1of4.iso 629640 KB 2005-02-27
CentOS-4.0-i386-bin2of4.iso 651234 KB 2005-02-27
CentOS-4.0-i386-bin3of4.iso 649558 KB 2005-02-27
CentOS-4.0-i386-bin4of4.iso 232380 KB 2005-02-27
