[Centos] explain for late errdata announcements for ia64, s390, s390x

Hi,

I was foolishly hoping this announce-list should work, so those weren't
there ever. I just bounced all the mail sent to announce-list to
centos-list, so those are appearing kind of late from the actual
errdata updates.

It's only the mail that is late, the updates has been there as soon
i've finnished those.
