It means ... up2date and rhn-applet have been modified significantly
from upstream, so much that they are no longer really the same programs.

Therefore, if the upstream provider changes these programs, CentOS may
or may not change them.

Obviously, we are doing updates differently than the upstream program.

Other programs (like the logos and artwork packages and indexhtml) also
do not necessarily track upstream changes (meaning, change when an
upstream program changes).
