We had a chat about this recently; it's my feeling that PostgreSQL was 
hampered as an adopted platform because developers could not easily 
install it on their Win32 workstations, if at all (pg 7.x). Conversely, 
MySQL has had a simple easy working Win32 implementation reading and 
waiting for a long time.

 From what I know in talking to folks and our own place, most develop on 
Win32 primarily then start deploying it to linux/unix further along the 
cycle. :-/ Personally (from semi-admin POV) I'm a fan of the better 
security methodology in pgsql.
