[Centos] permanent ulimit -n on CentOS 3.4

The above does not change the default. It will allow you to do:

ulimit -Hn 16384

once you are logged in. Also note that fs.file-max defaults to 209632 on
CentOS-3 (at least that's what it is on my system).
