You might give BlockHosts a look (http://www.aczoom.com/cms/blockhosts).  It is designed to work with ssh or proftpd, but there are 
some notes in the forum about using it with vsftp.  I've been quite happy with it for limiting SSH login failures on CentOS 4 
systems.  I tried to use it on CentOS 3 but it requires a newer version of Python.
