Bandwidth limiting

CBQ is still part of CentOS, but i'd highly recommend using HTB instead.

If you want to use CBQ, you can the cbq.init script from
http://sourceforge.net/projects/cbqinit/ and I'd also recommend having
a look at http://lartc.org
