centos plus kernel

Are the changes in the centosplus kernel limited only to what is enabled the 
config file?

There are some specific (and critical) patches I've had to apply to 2.6.9-11 to 
make it stable in our environment.  Are kernel patches to known problems 
something that can be considered for CentOS plus?

For example, this one was critical to get rid of prio_tree kernel crashes under 
heavy load:
