relation "pg_user" does not exist error when running pg_dump

Above error is a result of a bug SELinux <--> PostgreSQL. There is a
bugzilla and in it's comments a way how to initialize PostgreSQL
correctly. I had the same issue with a fresh new CentOS 4 install.
