They're not dictating anything -- they've just chosen to enforce, at
their site, what is, and has been all along, an existing standard.  We
used to enforce this stuff all over the place, but then had to relax
the standard, little by little, because of the influx of clueless
newbie sysadmins.  Now that mechanisms like this can actually stop a
good deal of unwanted traffic, it's a good thing that a big player
like AOL is willing to spearhead the re-introduction of the practice.
