It seems like it's in the 3.1 series kernels

vosill% ll /proc/sys/vm/pagecache
- -rw-r--r--    1 root     root            0 Sep 21 12:11 /proc/sys/vm/pagecache

Values default to 1, 15, 100, but can be reset with the command
you suggested.  I'll let you know if I notice any changes.
