Don't know what you are checking, but it is definitely included in

https://fedorapeople.org/groups/virt/virtio-win/direct-downloads/latest-virtio/virtio-win.iso


Have used it myself just recently for a few Windows Server 2012 R2 VM
installs.

So stable is not fresh enough while latest contains both.
