qemu-kvm and qemu-kvm-ev are usually built from the same src.rpm. 
Some newer or advanced virtualization features have been implemented in qemu-kvm-ev which are not able to be backported to qemu-kvm for compatibility reasons.
Also, recently qemu-kvm-ev has a newer qemu-kvm version than the one provided by qemu-kvm being qemu-kvm-ev rebuilt from Red Hat Enterprise Virtualization.
