The STD.17.1 requirement description mentions the following:
"The iSCSI Initiators shall support IPv6, SNMP MIBs, error handling, target discovery, and multiple sessions. This functionality is defined in the
following RFCs:" The RFC mentioned is RFC 3720.

The first line of the open-iscsi package mentions the following: "Open-iSCSI project is a high performance, transport independent,
multi-platform implementation of
RFC3720"
My conclusion (and of course my answer to your question ) is this:
Since it seems that the MIBs and other functionalities are covered by the RFC and open-iscsi is actually implementing it, I believe this requirement becomes pretty straight forward.

Commercial versions will not work, I'm afraid.
I'll see if LIO offer SNMP support for their initiator in the free
version.
