The EPA act of 1970 provides for this.  The change in Patriot II:
Electric Boogaloo is that citizens who might be affected^W^W^W^W^Wevil
bad terrorists who want to poison our water sources can't find out
what's in these reports.  It's an industry CYA move or marginally
useful antiterrorism measure, depending on how cynical you are.
