[RFC PATCH bpf-next 8/8] selftests/bpf: Add selftests for cgroup controller

Add selftests for cgroup controller on both cgroup1 and cgroup2.
The result as follows,

  $ tools/testing/selftests/bpf/test_progs --name=cgroup_controller

  #40/2    cgroup_controller/test_invalid_cgroup_id:OK
