This looks like a patch against github.com/libbpf/libbpf
The github libbpf is synced regularly with libbpf in the bpf-next
kernel tree, but the bpf-next tree is where development happens
(in the tools/lib/bpf directory). You'll need to submit a patch
against bpf-next libbpf code rather than the github mirror.
